Malaysia to Send Plastic Waste Back to Where It Came From  マレーシア、プラスチックごみを送還へ

まずは見出しから。Malaysiaが to send plastic waste back（プラスチックごみを送り返す予定）ということだ。見出しのtoは日本の新聞の見出しでいうと「〜へ」に当たるもので、これからそうなるよと、そうなる予定だよという意味。willと考えると理解しやすいと思う。上の見出しのtoをwillに置き換えると、Malaysia will send plastic waste backとなり、「マレーシアがプラスチックごみを送り返すつもりです」と意味がより明確になる。続いて、to where it came fromの直訳は「それが来たところに」。itはプラスチックごみのことだ。どこに送り返すのか→そこに（to where)→プラスチックごみがそこから来た（it came from）と少しずつ前から訳していけば大丈夫。

本文では一行目で見出しを詳しく説明している。Malaysia plans to send non-recyclable plastic back to the countries that sent it to there, said its environment minister on Tuesday. この一行だけでニュースの大意はつかめる。Malaysia plans / to send non-recyclable plastic / back to the countries / that sent it / to there.と分ければ意味がとりやすい。最後のthereはMalaysiaのことですね。said its environment minister on Tuesdayはニュースの定型文で、its environment minister said on Tuesdayの倒置。主語が短ければ倒置の必要もないけど、時事問題の主語は概して「なんとか省の大臣」だとか、「なんとか署の担当官」だとか、主語（肩書き）が長くなる傾向があるので、said（語った）と先に出しておくことで、分かりやすくしている。

本文中でMalaysiaのYeo Bee Yin大臣はこう語っている。”Developed countries must be responsible in what they send out.” 「先進国は自ら送り出したものに責任を持たなければならない（責任があるのが当然だ）」。これはそのまま英作文などでも使えそうだ。本文の締めにはこうある。Approximately 180 countries agreed to amend the Basal Convention to better regulate plastic waste trade, according to the Reuters. The U.S. has not ratified the treaty.　approximatelyは「だいたい」「およそ」なので、approximately 180 countries agreed to amend the Basal Convention は「およそ180カ国がバーゼル条約（Basal Convention）の修正に賛成している」ということ。to以下でどういう修正なのかを説明している。to better regulate plastic waste tradeは、to regulate plastic waste trade betterと、betterを最後に持ってくると分かりやすいだろう。

Basal Conventionは記事中、初めて出てきた時にちゃんと説明（言い換え）がある。その前にちょっと長いですが、頑張って読んでみたい。She added that some of the waste sent to Malaysia was in contravention of the Basel Convention, an international treaty drafted to regulate the export of waste to developing countries. 一瞬、気が遠くなるような文章かもしれないが、骨格だけを拾い出してみると意外と簡単に意味が取れる。（She added that） some （of the waste sent to Malaysia） was in contravention of the Basel Convention, an international treaty (drafted to regulate the export of waste to developing countries.） つまり、Some was in contravention of the Basal Convention, an international treaty.となり、「いくつかは国際的な条約であるバーゼル条約に違反していた」（※ in contravention of 〜に違反する）となり、大意は掴める。その上で細かい部分の意味を重ねていくと、長文でも簡単に理解できるようになると思う。

要するに、Basal Conventionはinternational treatyなわけです。ごみに関する国際的な条約があるんだなーくらいに理解できれば十分かと思う。さらに厳密に知りたければ、その続きを読めばいいんです。drafted to regulate（規制するために起草された）、the export of waste to developing countries（途上国へのごみの搬出）、つまり「途上国へのごみの搬出規制のために起草された国際条約」が「Basel Convention（バーゼル条約）」ということになる。ちなみに、バーゼルとはスイスの都市のことだそうだ。
